The project is a partnership between UP ERG (University of the Philippines: Engineering Radio Guild)- a student organization - and SIBAT (SIBol ng Agham at Teknolohiya) - a science and technology institution specializing in delivery of technological services to poor communities.
Back in 2005, a solar-powered water pumping system was designed to address the needs of the coffee farmers in Sitio Paang Bundok, Lipa City, Batangas. The system, which runs from the mountain base to the village up a long slope, was implemented by WISEACT and SIBAT. After the project was completed, however, two major problems were encountered. Since the location is at a high altitude, the system is vulnerable to lightning. This resulted in burned inverters and SIBAT had to replace them twice.
The other problem occurred some time later. The project was sabotaged by assailants (who were later caught and punished) through removal of circuitry attached behind 13 solar panels including the inverters. Until today, the system remains unusable.
